It depends: Everyone goes through puberty depending on genetics and environmental factors, but 11 to 12 seems to be average- before 9 and if no menses by 15 are warning signs.

9-15: This is preceded by other signs of development.Most would notice breast bud enlargement by age 11 and menses within 3 yrs of that marker.There is often a thin colorless to gray discharge in the weeks leading to first menses. If no menses by 15 the kid needs to be evaluated.
