I have regular period of cycle 28-30 days. if my last period was on jan 9, is it possible i conceived in end of jan or first week of feb?

Yes: With a 28-30 day cycle, i would expect you to ovulate around january 23-25. However, ovulation could occur late, so conception could then occur later.
