See your eye doctor: There are various reasons for lid puffiness. These include, allergy, renal failure, medication reaction, thyroid eye disease, ; orbital inflammation. The most likely cause is age related where the fat that surrounds the eyes prolapses forward giving the appearance of eyelid bags/puffiness. See your eye doctor to rule out other serious causes ; to discuss treatment options including blepharoplasty.

Needs bloodwork: Puffy eyes have many differentials. You need to be checked for allergies (food/environmental/contact), check renal function, check thyroid function and maybe lupus work-up. Medication intake needs to be investigated.
