Many causes: Unfortunately it is hard to narrow down with the information that you have provided. Eyebrows are normal hair follicles, so they can be affected by the skin around the follicle or problems with the root. It could also be breaking of the hair shaft. Also it could be a product, dye or aggressive hair removal that could be the problem. Probably best to see your primary care giver.
