Yes: Women frequently make cysts on Clomid (clomiphene) and the presence of a cyst does not mean you did not ovulate.. A Progesterone around day 20 is the best way to confirm that you ovulated.

Possible to ovulate: It is still possible to ovulate with cyst/cysts. There are millions of eggs produced from ovarian tissue over lifetime and cysts can coexist. Many women have silent cysts and they are unaffected. If there are too many cysts on both sides, it is called pcos and it becomes really hard to ovulate/get pregnant then.
