No: This is normal toddler behavior. My guess is somewhere along the line, he learned that when you were changing his diaper and said 'mommy (or daddy) is cleaning your butt". He repeated what he learned and probably either got a big laugh or shocked response form those around and now likes to try and get people's attention like that. When he does it, say "yes that is your whatever word, then ignore.
