Here are some ...: Is what you feel now new or recurrent / chronic? Most likely, it results from some sort of eczema - allergy. However, it's hard to offer an accurate Dx without a direct look at it. But for the time being, apply antifungal-steroid cream 1-2 times lightly a day after cleansing and drying without much soap or tense scratching for 3-5 days and see. If not improved as wished, see urologist or derm-doc.
