Possible: The use of chemotherapy is a complicated process, and while it is possible that a general surgeon can order and administer it, the standard of care would be for an oncologist to order it and administration to be done in a hospital or outpatient cancer center. In situations where those services don't exist, a properly trained and interested physician can perform this.
