See doctor : Herpes usually presents as blisters or painful sores. There are many rashes that occur in the pubic region such as eczema, contact dermatitis, candida (yeast), intertrigo, irritant dermatitis, fixed drug eruption, seborrheic dermatitis. Best to see your doctor for proper diagnosis and treatment.

Testing: Testing for herpes would either involve a blood test or a culture of visible lesions/sores. If you are sexually active and have not been using protection, it may be prudent to get std screening regardless of symptoms you may be experiencing right now.
