Yes: A serious sinus infection that breaks through the sinus wall (particularly the ethmoid sinus) can result in a serious orbital infection, which not only can affect eye movement, but also may result in blindness. A nose infection or rhinitis or a cold does not affect eye movement, as it is not invading the eye socket.
