Possibly: I've read that people who wear sun glasses most of their lives have half the risk of cataract formation, and half the risk of developing macular degeneration. I recommend sunglasses when ever you spend extended periods outdoors, especially if you have had cataract surgery.

Yes: Depends on if looking at it directly (solar retinopathy). If outdoor in the sunlight all the time without uv protection, can lead to increased cataract formation possibly pterygium.
