If your phallus appears too small, it is likely that you have a "retracted"/"buried" member due to a prominent pre-pubic fat pad - as you lose weight, your penis should be seen more easily; but it is not getting any larger.......

NO: But if you have a lot of fat in the pubic area it may be covering the base of the penis. If any of that fat is reduced, then more of the penis length may be visible.
