No: Tolerance does not develop to all effects of dependency-producing substances at the same rate, and nicotine seems to be able, even in relatively small doses, improve concentration and focus; withdrawal from nicotine however produces a marked disruption of concentration and focus that can be disabling, particularly to people with jobs that require it.
