Adhesions or ?bridge: Foreskin can remain attached to glans by adhesions if was never retractable. Penile skin bridging is a complication of circumcision where circumcisin scar is attached to glans abraison & this "skin bridge" becomes epithelialized. In which case remaining foreskin & glans skin have grown together. Worth seeing a urologist to take care of this.
