Unanswerable ?: There is no "scale" on addiction to measure its severity. Many people say they quit heroin, alcohol and cocaine, but still can't quit tobacco. So, is tobacco more addicting? Maybe. Same thing can be said about sugar. What i can say is methamphetamine makes people very crazy, paranoid and violent, is physically incredibly destructive (meth mouth etc.) and can cause brain damage. Both are very bad.

See details: Gram for gram, crack Cocaine is considered more addictive than nicotine or heroin. Because of that, i would guess meth is the more addictive than heroin but this is just a guess.
