Vasoconstriction: Cold exposure and certain medications like beta blockers may vasoconstrict the peripheral circulation in an effort to shunt heat into the body's center and fingers and toes feel cool under those circumstances.

PerceptionSubjective: Something fells hot/cold in comparison to the temp of the body organ we are using to sense the temp. E.G if hand arterioles are constricted (brain control to ↓blood flow, loss of heat ; ↑ core temp) then central torso skin (not vasoconstricted) will feel warm/hot to hands. Classic "diving reflex" in mammals: constrict arterioles in extremities to ↑ core temp. Use infrared sensor for actual temp.
