No: A rough white patch of skin could be attributed to many possibilities including sun damage, actinic keratosis, eczema, psoriasis, seborrheic dermatitis, contact dermatitis, superficial skin cancer (squamous cell carcinoma, basal cell carcinoma), tinea (fungal infection).

Lots is possible: In addition to everything that dr. Lee mentioned, it could also be a white nevus. There are so many possibilities (some of them very worrisome, some not), you want to get it check out.
