Likely mild allergy: Most of the these little rashes are related to having a mild 'contact dermatitis', essentially something that is causing a mild allergic reaction or irritation. Sometimes it can be a form of eczema, which is just skin inflammation. These are very difficult to identify the cause unless you notice a pattern to soap, lotion, etc. You can use an otc cortisone cream to help if desired. Not dangerous.

Eczema: Sounds like eczema - does not have to be itchy. Try Hydrocortisone with eucerin (in a jar) or vaseline on top of it.
