Yes: Criteria for growth look at more than just hair growth to determine when longitudinal bone growth has concluded. Most boys' growth plates close between 16-18, girls, 14-16. A bone age radiograph of your hand would help answer your question in addition to a more detailed physical examination including testicle sizing.

Likely to grow more: Most men stop growing around age 18- but occ. Some will grow until age 21 or so. Most 16 yo's won't grow more than another inch or so but some have a late growth spurt ; grow a few inches. Have a healthy diet ; take a good multivitamin- low zinc can limit growth.
