Warts are viral: They "live" in a defined layer of skin. Most treatments for warts ultimately kill the skin they live in. Treatment can be prolonged. Professional debidement of the lesions followed by application of strong acids with follow up treatment by the patient may work for persistent warts. Treatments need to be frequent. If your feet perspire a lot using an anti-perspirant might help.
