When?: Odd sensations that go down the back when you bend your neck forward or backwards indicates irritation of the spinal cord in the neck, and you would want that checked out. It is called lhermitte's phenomenon. If the sensation is there all the time, and doesn't change with your neck position, it is usually something less significant.
