Hey: Keloids are overgrown scar tissue, they can regrow, the can be treated with surgery and sometimes injection, the problem is they have a tendency to regrow even after treatment, so they can be difficult to get rid off, and yes they are at least partly hereditary.

Abnormal Scars: Keloids are abnormal scars which is composed of type1 or type3 collagen, as a result of overgrowth of granulation tissue(collagen type3)at the site of a healed skin injuty they tend to be hereditary in some and more common in people of african descent even after these are excised they can regrow in some.

Mixed results: Keloids are over-exuberant scarring phenomena and are seen more often in people with darker skin; so there can be some hereditary aspect to the pathology. Many treatment modalities have been used from application of pressure, to intra-lesional steroid injection, to excision, and even to radiation therapy. While keloids do not spread like a cancer, even with the above treatments that can regrow.
