Sinus inf & noise: As a rule, no. If anything, sinus infections tend to reduce your hearing because the same process of inflammation and congestion often plugs up your eustachian tubes, blocking up the ears, so the eardrums don't work properly. Sometimes, however, it is difficult to distinguish between a sinus infection and migraine headache. Migraine is a common cause of hypersensitivity to noise.
