Im 24 year old with bmi of 21.5 and lh/fsh level of 8.87/7.96 on day 9 of my menstrual cycle.is this normal? my dr put me on metformin 1700mg/day.

Not enough data: If your doctor started you on metformin, s/he must have had a reason, but just based on the facts you've given, your bmi is not high, and your lh/fsh ratio is not really abnormal either. If you are already on birth control pills, these levels could be affected. If you do go for a second opinion, make sure you bring all of your records, including your glucose levels.
