Dry Skin: Red blotchy itching lesions localized to face could be local skin dryness and irritation caused by eczema. Also could be an irritant reaction to a topical product. Try moisturizing with Vanicream, Cetaphil, or Aquaphor to help protect your skin from excess irritation. If more severe could try OTC hydrocortizone cream to areas twice a day until resolves.

Not sure: These lesions need to be visualized & a history needs to be obtained in order to make an accurate diagnosis. Sometimes lab testing or biopsy is necessary.
