Unlikely Herpes: Herpes is usually a cluster of painful blisters mostly found on the shaft of the penis. Pain is the key. The blisters can be small but are clear in color. Those red dots are likely mildly inflamed hair follicles or small surface blood vessels. Squeezing is not recommended.
