Not usually: Complete stoppage of urination is uncommon in kidney disease itself except in the end stage. Other factors such as a blockage in the bladder outlet, bladder paralysis, lack of circulation to the kidneys, et. Al. Are some reasons for stoppage of urination.

Not always, depends: Total kidney f. Usually results in no urine production. However, "kidney failure" can be shades of gray. In other words, your doctor may tell you that your "kidneys are failing." you should ask him or her what your "gfr" is, which is a better measurement of kidney function. If your GFR is less than 90, then you have some degree of kidney malfunction this may not translate into no urine prod.
