It is Due to Puberty: Most boys go through puberty between ages of 9to14 yyears and signs of puberty are increase in size of genitalia, pubic hair, voice change, spontaneus erctions due to increase in testosterone production, and that may be contributing to the misture in penis, it is not precum but natural secretions at 17 you have to be going through puberty even if you are not over it but get yourself checked by pediatri.
