Possibly: If dehydration is severe enough, the blood flow to the kidney decreases and the nutrition brought by the blood to the kidney cells can be too poor to keep kidney cells healthy. Most cases of dehydration do not reach this severity, and a return to a better hydration status can produce both a short term, recoverable loss or more involved kidney damage.
