More info needed...: I'm not sure what kind of knee surgery you had, but there's always the possibility of complications with any surgery. If you had a ligament repair, it's possible that ligament could have torn again. If a piece of your meniscus broke off, it could be locking your knee and preventing you from flexing it all the way. I recommend seeing the doctor that performed your surgery to get it checked out.
