Why not?: If you are using them as spices in moderate amounts they should be fine. They are food.

In small amounts: Rosemary is category B1 (animal studies have shown no risk to the fetus but no adequate well controlled studies in pregnant women are known) in pregnancy and compatible with lactation. Parsley in food is fine but should be avoided in large medicinal amounts during pregnancy.
