Hard to say but...: If this is a seasonal problem, then winter and cold is probably as issue. Also, if you lick your lips a lot. It could also be some sort of breathing issue where you are a mouth breather. I would have it checked by a dentist if continues.

Vaseline: Cold air, licking lips, rubbing lips, drooling during sleep. These are common causes of your problem. Carry chapstick or vaseline or aquaphor, apply to lips about 10x a day. If this fails, see a dermatologist ; tell her your lips are like potato chips.
