Yes: There are many side effects of asthma treatment with systemic steroid. That is why we try to find alternatives. Talk to your doctor if montelukast or theophylline could be added medicine to your inhaled steroid and bronchodilators as they do work in certain population of patients.

There are: You don't provide enough data. What nebulizer? What inhaler? Chewing tobacco is unhealthy, but does not significantly worsen asthma. It sounds as if y our asthma treatment is sub-optimal. Legal alternative?: Not sure what you mean by legal alternative... If you have asthma and require Prednisone courses, then you probably need to be on inhaled maintenance and eliminate potential trigger. A lot more info is needed about your condition to give a proper opinion and advice. But given that your symptoms persist after completing a Prednisone course, i would recommend you seeing a pulmonologist.
