I think i may be 3 weeks pregnant but my doctor said i don't feel pregnant when he did the internal exam can it be to early to feel anything yet?

Yes: When a woman is just a few weeks pregnant the exam is likely still normal. The uterus will still be normal size at 3 weeks from the last menstrual period. In a few more weeks the exam will be different!
