Need a pelvic exam: The most likely cause of a tender, softly cystic mass just at the opening of the vagina is a bartholin's gland cyst. These are very common. It may or may not be associated with an infection of the gland. There are other possibilities. A simple pelvic exam can usually determine what the problem is. I would encourage you to go in and have an exam for proper diagnosis.

Maybe a cyst: You need to have this looked at to be certain. It could be a cyst and the bigger concern is an infected cyst or an abscess.
