Yes : With normal vaginal penile penetration, there will usually be an adequate volume of semen/sperm deposited near the cervix regardless of the force of the ejaculation. If you have also have a very slow urine stream along with a non-forceful ejaculation, you may have a urethral stricture blocking both urine and semen flow which is a correctable problem.
