Curious question: Companies that are able to remain in business must make a profit on their products or they cannot repay the monies invested in product development. Advances in vaccine safety and new vaccines require decades of meticulous study and strict adherence to fda guidelines. Many early trials are a dead end and discarded. Your government doesn't do it, the private sector does.
