If i tested negative for food allergies, can i assume i am really not allergic to foods? i have chronic hives i am trying to sort out.

Not food: Chronic hives are rarely related to food or inhalant allergies. It is unlikely that they are causing your problem especially if the prick skin test or immunocap ige to them are negative. See an allergist especially if antihistamine does not work.
