Yes it can: Could be from compulsive drinking or diabetes insipidus (not to be confused with diabetes mellitus/sugar diabetes) which is due to kidney problem retaining water ; thus need to drink lots so that fluid loss can be compensated. Can easily be tested by measuring urinary specific gravity (concentration) first thing in am after no fluid intake for 12 - 15 hours.
