Could a prescribed eye drops medicine for flashes contain traces of cocaine?

No: Although Cocaine is a very useful drug for mucous membrane anesthesia, its high cost and difficulty to obtain (legally) makes it largely unavailable for use by physicians. It is highly unlikely a physician would prescribe Cocaine for a flash burn.
