Yes: This is common in people who inherit a mutated gene at the familial adenomatous polyposis locus, and in a few other genetic syndromes. It can happen sporadically but it's rare. There are several benign tumors, including the picturesque "juvenile polyp", that are common in the colon and rectum of youngsters.
