Yes: Lighter colored eyes, like fairer skin, are more sensitive to bright light, although there are exceptions.

Darker pigment rocks: Yes as a group darker eyed people do tolerate very bright lighting better than those with lighter iris coloring as they have less pigment. Severe light sensitivity is a warning of inflammation or injury in your eyes and if only 1 eye is light sensitive please have your eyes examined.
