Could deep cleaning be done if there's a fistula/abcess?

No: A "deep periodontal cleaning" should not be done if there is an abscess and/or fistula in the area. The dentist may curette or clean out the abscess in order to help it to drain, but this is not the same thing as a deep cleaning. I would postpone a "deep cleaning" until after the abscess has been resolved.
