Yes: Other medical conditions don't usually promote or prevent the diagnosis of PD. However, the risk factors for ischemic stroke also contribute to vascular Parkinsonism (http://www.ncbi.nlm.nih.gov/pubmed/22121251) and secondary Parkinsonism (http://www.nlm.nih.gov/medlineplus/ency/article/000759.htm). Having an intracerebral hemorrhage wouldn't prevent someone from going on to develop PD.
