Not always: brain tumors can be benign or mailgnant. Malignant tumors can be very agressive or not very agressive. And people live long lives with benign tumors like meningiomas, and die from other causes. However, even a benign brain tumor can be deadly if it grows large enough. If you have a tumor, you should be evaluated by a neurologist and neurosurgeon.

No.: There are many different types of brain tumors, and some are benign (eg meningioma, pituitary Adenoma). Other tumors are "low grade" (eg pilocytic Astrocytomas or hemangioblastoma). High grade brain tumors are generally fatal (glioblastoma multiforme). Metastatic brain tumors have spread to brain from another site and are generally not curable at that stage. Need to know exact type of tumor.
