Not sure/likely <20.: Screening for cervical cancer with pap testing is recommended for women when they start sexual activity or at 20 years of age, whichever is first. Now a vaccine for hpv is offered, and girls can get that at an even younger age, so sexual activity probably starts well before age 20.
