Many possibilities: Can be your heart or the main vessels (aorta and vena cava). If it's accompanied with pain, shortness of breath, or light headedness, go to er immediately. See a doctor to be checked out.

Could be either: Here's what you should do - next time you feel the fluttering, immediately check your pulse at your wrist. If it's regular and seems to be a normal rate (generally 60-100 per minute), it's not your heart. If it's irregular or really fast (generally >150) during the fluttering, it is your heart. You may need to try this several times over several days to be sure you've really got it down.
