Frostbite: Yes it could be frostbite especially if the face is numb. Use warm water to reduce the pain and redness.

Possibly: Could be frostbite but can depend upon other causes such as trigeminal neuralgia, where you get similar sensation but just on one side of face; allergic reaction to meds; supplements, facial rinses and washes, aftershave lotion...Could be a lot of sources...If in doubt, see your dr. Asap.
