Rash: Without seeing the rash it is difficult to make a diagnosis. The rash could be: eczema, an allergic reaction, a low grade infection or other.

Eczema: Probably eczema (atopic dermatitis).See a dermatologist. Meanwhile use a lubricating cream, especially after a shower, and Hydrocortisone cream 2x a day.
