Water around testis: That sounds like a hydrocoele, or "water around the testicle". Because each testicle comes down into the scrotum (from inside the abdomen) before a baby boy is born, men have a "weak spot" in each groin area where the path of each descending testicle traveled. A urologist can easily figure out exactly what is going on and fix it with a simple surgery. What has your doctor said about the testicle?

Swollen testicle: You have a communicating hydrocele or possibly a hernia. You can have this repaired very easily as an outpatient procedure.
